The trouble is if policy is created based on half-baked responses which were misunderstood by the user or poorly interpreted by the organiser

Is it really so awful that intelligent people aren't able to complete it? Yes, annoyingly you have to answer the questions about why you don't use a moving map even if you do, but that's not the end of the world. I think attempts to engage with the customers should be encouraged, even if they are a bit poor.
