I have seen at least one, maybe two ATZ infringements which resulted in a Cat A airprox.
Was there an airprox report for this?

RAF Syerston is a very under-utilised site with minimal flying activity and yet has ATZ protection.
Why the apparent anomaly?

The clue is in the 'RAF' bit.
It's a 'government' airfield and hence can have an H24 ATZ if it wants but according to ENR 2.2 page 2,2-5 it is only in operation 0830 - SS+15 local times.
