Which would appear at first sight to be nonsense.

The latest CAA AIC indicates that they are neither converted, nor planning to do so by 21/12/19, so unless they are specifically exempted, they'll be changing over during the last week or so of December.

Exactly, CAA say that from 3rd Jan 19 all ground stations must comply with 833. However on their list of planned conversions within the next 30 days! East mids does not appear!

I thought it was possible for airfields to apply for an exemption, and there were a few frequencies listed which the CAA had applied to (um, Eurocontrol?) not convert?
There are other airfields (such as Prestwick) also not on this list. I know Prestwick handles a lot of military traffic and its current Tower frequency was on the proposed exemption list. I could (of course) be putting 2+2 together to make 5.

The 3 Farnborough LARS frequencies are numerically the same although 'conversion complete' is listed.
This is because each of the three is transmitted from more than one site (125.250 from Farnborough and Southampton; 123.225 from Riegate Hill and Warlingham; 132.8 from Stansted and Luton) thus if they 'moved', the offset carrier wave (to avoid interfering with each other) might impinge on an adjacent channel.
Could it be a similar situation with other airfields where 'conversion complete' is listed?

I don't fully understand how conversion can be "complete" if the frequency still ends in 00, 25, 50, or 75. Those are 25kHz frequencies?

From the CAA:
IR 1079/2012 states that from 1 January 2019, all ground services will be operating on 8.33 kHz channels.

I don't see any in either list.

Are those not upper airways frequencies (for above FL245) which were converted many years ago (1999?).

It only says upper airspace frequencies in general.
Gatwick ATIS 136.525? Benson Approach 136.450?
And we were temporarily allocated a '136' for the Farnborough Display frequency in about 2000 or 2002.

AIP SUP 069/2018 has been published yesterday showing Est Midand chnaging on the 3rd of January. Straight chnage form 25kHz channel to 8.33kHZ channel on the same frequency.

Special mention to Prestwick and Glasgow who don't know when they are changing despite having 1 year to prepare.
