So, every few years the CAA asks for £20 from each of us on behalf of OFCOM.

I reckon that raises about £200kpa in total - which must be approaching the cost of collection if you add up the computer record keeping, form design, processing etc. Why doesn't the CAA just lob OFCOM one modest collective payment for our use of the frequencies and be done with it? No rush - you could wait until the relevent clerical staff retire.

Sense has almost been seen on car tax and the TV license, so why not this one?

They did that for amateur radio licences years ago, so I can't see why not.

Do away with the rule about not listening to airband at the same time

I thought the rule was, in effect, 'if you listen, do not communicate any unauthorised [undefined] other person what you happen to hear'. A bit more subtle, but probably equally overdue for repeal ..

It's a bit like the obscure paragraph in my various amateur radio licences, that migrated from "thou shalt not listen" to "if thou dost listen, thou shalt not record" to "if thou dost record thou shalt not play the recording to anyone else".

As if the Russians weren't listening already, all by themselves!
Restriction now gone (I think - not checked the latest licence).
