I don't believe that 8.33 or Mode S could be avoided entirely by the sort of organisational measures you're describing. We undoubtedly needed more voice channels, and we undoubtedly had a problem with spectrum at 1090 MHz. I do believe that the impact of the introduction of the new technology, particularly on those who benefit least, could be mitigated by such measures. To that extent, I agree with the "path of least resistance" point.
