Thanks, David. I must have last looked just before it was published.

An initial raps skim through suggests it is a thorough piece of work with clear and directed recommendations. It's also impressive to see that it does cover areas which might have otherwise been out of scope - such as Border Force issues including GAR, and even Customs issues outside the UK.

I'll certainly be reading it in detail over the weekend.

This is a wonderful road map for GA.

However, if you have every driven with my girlfriend, you will know that having a road map does not always ensure one is even travelling in the correct general direction.

According to the terms of reference, the panel now disbands. Who will monitor on-going work to meet these recommendations and that we are at least travelling in the right direction????

er, we (in GA) will! Especially if we all belong to at least one of the GA orgs so that they have the income from our subs to do it ..

But I note that the presentation at Sywell will include 2 Ministers (one of whom, at least, is also a PPL). I'm assuming that he/they will continue to take an interest, and that CAA bosses will be expecting them to. :)

[one reason for success of US AOPA is that, as well as their huge membership whose subs help fund their fulltime lobbyists in Congress, many Congresscritturs are also pilots ..]

Even those not in an organisation can feedback to the CAA.

They have just published a consultation document as well and are asking for feedback.

Since then we have had changes of

Presumably, also, we have had changes in relevant Parliamentary Select Committees in both Houses. For most Members of each, GA is probably very low on their horizons, both constituency and specialist. There is, now, a GA Group, but this is not a Committee. Officially it is only a collective Register of Interest.

We have had the same CAA CEO, but GA is probably again a relatively lowly issue for him, because it is not what Ministers and the media are agitating about most of the time, unless there are bad news stories.

In October 2014 there was a Government Response published.

Annex C of the link contains individual responses to the GA Panel recommendations.

There was to be a comprehensive GA Strategy, building on the final report, worked on from Spring 2015:

Goodwill/Shapps wrote:We have begun by setting out a timetable for action.
Next spring, we will join forces with the GA community, the Civil Aviation Authority
(CAA) and colleagues across government to produce a comprehensive GA
strategy. Recently commissioned research into the value of GA to the UK economy
will be used to drive this work forward and remove obstacles to growth.


Did that progress?

At that point, both were Ministers with relevant portfolios, and Shapps has a personal interest as a GA pilot. Now, latter is no longer a Minister, and former has another Ministerial post. This rather illustrates that for matters not of widespread public nor media concern except when things go or appear to go wrong, momentum requires continuity of incumbent or of interested incumbents, and/or of energetic and expensive lobbying.

The document says that the Response tasks were to be undertaken by the CAA.

I quoted Goodfellow & Shapps only because their names were on the Foreword from which I was quoting.

The question stands: Did the CAA develop that comprehensive GA Strategy in Spring 2015?

Ok so now its now coming up to two years and some of the suggestions that were put forward were excellent.

However has anything really changed.? Maybe one or two things but not the sea of change that I was expecting. Has the REd Tape Challange now run its course and its carry on like it never happened?
