Rating in the back of a UK PPL

If someone passed me an expired old UK poo brown PPL. I can do training as required, test and then sign their licence and they are good to go.

However if they hand me a new UK PPL in the same format as an EASA one and the rating is on the back of the licence then after training as required and test it has to be sent to the CAA for them to put it on the front. A fee is also required to be paid to the CAA.

I cannot see any safety benefit with this. So could it be changed that any rating that's on the back of a new style UK licence the examiner can write it on the front?
