This seems the same situation as discussed earlier. Standards Document 31 seems to be the definitive document for CAA approved language schools, but as you say there are low single figures of those.
However, the relevant page on the CAA website says:

In other words, if you DO meet Level 6 in the opinion of an Examiner then I read that to say you don't need to go to an approved language school.
But then that's what e.g. Sir Morley and others said earlier. It's daft.

UK CAA approved type rating examiners (TREs), flight examiners (FEs) and class rating examiners (CREs) holding level 6 proficiency in English can assess your English language proficiency level as part of a licence proficiency check for renewal or revalidation of a rating or certificate.
