All looks slightly bonkers to me

Then so does Guy Fawkes night to anyone outside Great Britain (incidentally - nothing happens in Northern Ireland on 5th November).
As said, there are equivalents all over the world, some with taller pyres.

On the safety aspects - that report mentions one falling over in Portadown. Spectators were standing past cordons having been asked to move back, it fell where predicted and even then, it didn't fall on top of where they had been standing (as you can see in the video). The reported safety concerns were by a politician who wasn't present (those who were present commended the local organisers...). As ever - every story is deeper than what a journalist says in a sound bite.
