Best free (and paid for) blogging platforms

Just tinkering at the moment so looking at free offerings first but it may turn into something more serious.....
So, what's the best platform these days for telling a story with photos. The BBC use something called shorthand (which isn't free) but was called childish on these very forums earlier today!
I guess all offerings these days will make content available for laptops, tablets and phones?
Any suggestions.....
