Sort of, but not entirely. The speed optimisations applied by Chrome (pagespeed) are open-source and can be run on a webserver. So if you are a 'serious website' you design your website well, run pagespeed optimisation on your own server, and publish to the world as https. As you'd run pagespeed on your webserver directly, any optimisation from Chrome data saver would be negligible.
