Nope, white ensign is a navy flag only flown at sea or I think as well about to leave port. The Red Ensign is flown by civilian yachts/boats.

The vast majority of the population would not recognise an “upside down” Union flag.
The olympians may have been indicating that they were in distress however.

In congnative distress is probably correct TBF. Anyone who's just placed is unlikely to have a lot of blood rushing around the brain at that moment. We should excuse them a few moment's mental confusion.

I just wonder what the Americans think of one of their states (Hawaii) having a U.K. union flag incorporated into it.
