The entire Westminster attack took less than 2 minutes, deploying a stinger takes time unless there is one every 100 yards around every potential target.

Stopping a car by shooting the engine block requires very large calibre weapons. The only guaranteed way of stopping a car is an RPG.

Stopping the driver seems the best option.

(It looks like the Manchester bomber device had a hand held trigger and a remote activator, so even a headshot might not have worked. )

This lot are not the IRA.

It will always be a battle of beliefs and ideologies, talking will be the only way to end it, but at the moment one side is deaf.

Serious question though Jim, who should be talked to, by whom, and what there is to talk about to our advantage and what concessions are we willing to make to the Caliphate?

The difficulty comes from disaffected and not very bright people manipulated by fanatics for their own ends. Dabiq is an organ of Islamic State and there's a later shorter magazine Ramiyah and both are widely available.

ISIS material is a distortion of Islam which has things in common with Judaism and Christianity. The qu'ran is the youngest holy book, as Islam is the youngest of the three Abrahamic religions. It refers to the three Ummah each with its own messenger, Moses, Jesus and Muhammad.

Historically these Ummah have had an uneasy cultural and political relationship with each other and have spawned factions within and we still haven't managed to fix it and we show little sign of managing to any time soon :(

That's the deafness, there is no clear point where dialogue can be established.
For now, resistance to terror, refusal to compromise our values, keeping calm, dealing with those of our society that seek to exploit unrest and use of intelligence is all we've got.
Eventually they'll come to the table ( assuming any of them is left).

It's not going to be quick.

Stella Rimington (former head of MI5) is possibly keeping a lower profile than normal. One of her thrillers - probably Riptide - has a very similar plot.
