Should the Fabric on the Rudder/Tale Plane Ripple Like This?

I was watching this video, and wondered is the rippling rudder fabric normal?

It can be seen in other parts of the video, but 7:55 is where I noticed it

The skins are not tensioned in the same way a cloth and dope, polyfiber or Oratex type skin is. The Rans skins are a pre-sewn Dacron envelope, the same material as used in yacht sails, then tensioned with laces. They are not shrunk on so you don't get the same skin tension.
