I would have thought that was the way to inadvertently get on just one mag.
If you go two clicks first time but accidentally go to the other mag instead of "both" then one click left and right will still have you on just one.
One click first, then on the second check go two clicks, provided you didn't kill the engine by switching both off two clicks right at the end will have you on both.
Ultimately conducting the check carefully, and visually verifying back to BOTH on each and every occasion, will do the job.
