But would not PPL students have had their four hours IMC before XC? (Again, asking, I have no idea.) If they have, they are probably much more current than 99% of VFR PPLs.

AFAIK there is no 4 hours requirement any more, just an 'appreciation'. Which obviously makes the IMCr even more relevant.

You are correct. I came out of my PPL with barely 2 hours of instrument appreciation.

My instructor forgot to teach me instrument appreciation, and it was only picked up on my mock checkride a couple of days before the real thing!(Have done rather more since then, of course)
