Vince: An MOR would have been an appropriate step. FWIW Generally, I would avoid heated verbal exchanges if you subsequently intend to make a formal complaint.
Pilots will contact the FISO and request taxi instructions. This is a requirement under Rule 39. The FISO will issue taxi instructions and information to assist pilots in preventing collisions between aircraft and vehicles and obstructions on the manoeuvring area or between aircraft moving on the apron. Instructions to aircraft on the ground are issued up to the holding point of the runway to be used for departure. FISOs cannot remove the permission granted by the aerodrome authority, or give any instructions, of their own volition, beyond the holding point for departing aircraft.
