My memory is that there are some military aircraft are still exempt - so there are a number of places which still have 25kHz frequencies, without multi-carrier offset, that have military customers (Prestwick is my local example). However as said - easy answer is a handheld radio for any airfield communication. Scottish Info are 25kHz for longer distance https://www.aurora.nats.co.uk/htmlAIP/P ... en-GB.html
