Hmmm....closer reading of the spec makes me think it’s some sort of scam/joke. All up weight of 198lbs, empty weight of 88lbs and performance figures with a 187lb pilot. How does that work then?

It's what EASA calls a ‘Powered-lift aircraft’. Presumably that's been copied into the ANO, so a whole new licence required.
‘Powered-lift aircraft’ means any aircraft deriving vertical lift and in flight propulsion/lift from variable geometry rotors or engines/propulsive devices attached to or contained within the fuselage or wings.
