Shoestring - our EC detects Mode C (bearingless but with relative altitude), so the PA28 was clearly not emitting that either....

Misc - yes and no (apologies not required), although I am not claiming a 70% success rate for EC. I totally agree with your comment that a combined approach is essential. We keep our eyes out and rely on the audio alerts from our EC. Its not an argument as to which is best, we have had plenty of occasions where conflicts with other aircraft were not seen until very close, what using EC has shown us is that generally, you won't see other aircraft more than 2 miles away, but there is more out there, often closer, than we were seeing before. EC is certainly not the solution.

We also speak to every ATC unit we can to use all the tools in the box. Proper joined up flight following services like the continentals have would be even better.
