I would guess that the elves at the CAA will be part guessing what it is the person wants, and things are often misunderstood or misinterpreted. That, and the continuous struggle to "put things right" after leaving EASA, and there's a perfect storm.

Oh, I can vouch for that as I went to Grammar School with him. He didn’t even get the O’Levels to stay on in the 6th Form and had to go to Cassio College* instead!

Why didn’t your examiner just sign up your rating in your licence? No need for any of that or payment to CAA
