.. and constrained by the fact that anyone in 'public office' in UK who does not accept the lowest tender which appears to meet the stated requirement (whatever the track record on delivery of the tenderer) may face disciplinary action including dismissal, personal financial surcharge, and potentially criminal prosecution for 'misconduct' :?

@kanga A battle I fought several times while I was at Cambridge. I was able to ascertain that the University was not a public body for these purposes but procurement followed public sector practice until they encountered me :twisted:
