It looks to me that under the current rules, the Airspeeder II would fall into the specific category, not the certified one.
I believe it likely would.

However, the "Specific" category - as the name suggests - covers a significant range (from just more than "open" to just less than "Certified" category requirements.

In other words, a determination of the hazards to occupants and Third Parties would be undertaken which would then determine the engineering and operating standards required for a particular system.

Frankly, IMO, the standards described in that AAIB report would be looked at askance for many UAS that would be fit into the "Open" category!
