Regardless of what people here think is right or wrong, I presume some places like Oxford have already been asking pilots for GAR forms, and have received them without issue.
It's a bit like airports asking pilots for mandatory telephone PPR, mandatory handling, or mandatory hi-vis jackets.
If the majority of customers don't voice personal data sensitivity issues, then it is assumed it must be okay and then "permits" an airport to allow a certain procedure to happen.
But if enough people express concerns, then the procedure would have turned out differently.
Gold plating doesn't just suddenly happen - sometimes we just sleepwalk into it - one thin layer of gold foil at a time.
If we don't take part in protecting GA access to infrastructure, the smaller aerodromes will be built over, the larger aerodromes will have exorbitant handling fees and awkward procedures, and airspace will be over-classified to Class A everywhere.
