Perhaps they shouldn't be flying at all then? These days we really need to keep up a bit with the tech, how do they check NOTAMS, weather, tech bulletins etc. If they are showing so much reluctance to be able to operate a web page,, what else are they out of date with! TMZs, RMZs, EASA licensing and medical requirements?
My group is run by an 89 year old using Goboko, frankly some people are just using tech "inability" as an excuse.

Infringement statistics show that vast majority (can't find the exact number now, but was somewhere around 90%) are caused by people not using moving maps. So clearly people refusing to use tech are a problem.
