For recreational aviation, then subject to the opening status of airfields A and B, on March 8 if you have an open cockpit aircraft. Arguably the same date would apply to any aircraft - as this is when "open air recreation" will become a defined reasonable excuse again.
On March 29, "stay at home" will no longer be a legal requirement, so everyone will legally be allowed to fly, no ifs or buts (unless there are local lockdowns again!)

"Training" (there is no stipulation it must be commercial) is currently already a reasonable excuse for gatherings and leaving home - so whenever the school/instructor in question decides that it can recommence. In practice that is likely to be from March 29 onwards, when the CAA will hopefully lift its guidance that currently claims this is forbidden.
