So the first couple of rules broken are a catch-all...but these ones are IFR approach minima rules, no?

-Failing to comply with official directions
-Conducting an approach and landing when the visibility or relevant runway visual range is less than that specified for a Category 1 operation (a precision approach and landing with a decision height not lower than 200 feet and with either a visibility not less than 800 metres or a runway visual range not less than 550 metres).
-Descending from a height of 1,000 feet or more above the aerodrome to a height less than 1,000 feet above the aerodrome if the reported visibility or relevant runway visual range at the aerodrome is at the time less than the specified minimum for landing.

The introduction of not flying below the 1000 feet portion of the approach ban for private aircraft was a direct result of a Citation crashing at Jersey many years ago while trying to land in weather below the minimums for a CAT 1 approach.

A fomer chief pilot (now sadly deceased) had flown Shackletons and Nimrods and related the story of trying to find somewhere to land as the UK slowly fogged in. Having started at Lossiemouth (I think) they ended up at St Mawgan (Newquay) critically low on fuel and flew the ILS to touch down, only seeing edge lights after they'd landed whereupon they left the aircraft on the runway until it could be towed to a stand.

My Dad was in the Airport Fire Service at the time and attended this one - not a great experience...
