From the analysis I've read, there is an oversupply of commercial airports in the north, and the recommended strategy was to focus on improving the road and rail links to Manchester as a international / long haul hub, with a secondary regional/charter role for Liverpool, LBA, Doncaster, Newcastle.
Humberside, Teesside, Blackpool and Carlisle retaining tertiary niche roles. It gets lost in the politics though - somewhere between a vanity project, vote winner, or optimistic economic extrapolation.
Manchester already has 94% of the direct long-haul market in the North, and 94% of air freight in the north - and the greatest net economic benefit would come from focusing efforts on Manchester.
