The rule that you are thinking of (94(4)(b) in the current ANO, 166(4)(b) in ANO 2009) only applies to SUA over 7kg.
I do wish that people would not use the term "drone". It means different things to different people. EASA, the DfT and the CAA generally use it as a synonym for unmanned aircraft, but they are not consistent.
