AIUI (MP3 may correct) Staverton has Observers but not Forecasters. Observations feed into MetOffice and to ATCOs (and ATIS). AFTN MET (TAFs, METARs, etc) are available from the Lovely People at the Ops desk in the Terminal; for anywhere, printed, free, instantly on request, with a smile, there
Decades ago there was a permanent (but only Day shifts, IIRC) Met Office (seconded to RAF) Forecaster service (including Observations from there, separate from the Staverton and Cheltenham Town Hall ones) based at RAF Innsworth; theoretically to support the helipad there (but liable to deployment). It was handy knowing the number: s/he had a very boring time, and was happy to give customised (and, by standards of those days, excellent) route forecast if requested the day before.
