Primarily for general aviation discussion, but other aviation topics are also welcome.

Simples.

(1) Require each laser sold to be modulated with a unique ID (I'm sure this can be done in such a way as not to affect its legitimate use)

(2) Require a registration system so that the possessor of each unique ID is tracked every time it changes hands

(3) Make it a very serious offence to possess a laser illegally imported without an ID, or to tamper with the ID

(4) Put the cost of all this into the licencing fees, so there's no charge to the taxpayer

(5) Put a laser ID decoding device on each aircraft, again paid for by the licencing fees so no cost to the aircraft operator

Job done. I'm sure the people who use £4.99 lasers for legitimate purposes won't mind paying a grand or two extra in order to pay for all this.
