That's a bit misleading, it's as long as you are ONLY talking to stations that are using 25kHz, they will be transitioning one at a time at random times over the year.
So it ISN'T a 12 month delay on when you need an 8.33kHz box, you can be NORDO for ground stations which are 8.33.
You aren't allowed to use your 25kHz box to talk to 8.33 stations, whether you can hear them or not.

The exemption is designed to accommodate 25kHz ground stations until the expiry of their radio licence:

We believe that the timing of their transition will be driven by the renewal date of their annual radio licence which are spread across the year.
