I helped at a fly-in where an ATCO was doing the A/G for a fly-in, but despite his day job and experience in fly-ins and airshows, the perception was that it was all too difficult to get whatever permission was required for it to be anything other than A/G.
At many 'special events' arrangements have been put in place for temporary upgrade. There is (was?) a pool of suitable experienced 'special event' ATCOs with CAA 'approval' to provide temporary ATC at 'green field' sites for short durations, e.g. Aerofair at North Weald, Turweston as a Silverstone GP 'feeder', and RIAT etc. Presumably one only has to ask SARG. There are plenty of ADV-rated ATCOs out there with the capability and the inclination.
