Isn't there an Aviation-specialist solicitor, with a pair, who is willing to threaten court for malicious and vexatious refusal, misuse of public power, etc.
This has dragged on for a long and (for the OP) expensive time.
Given the self-evident adaptation of virtually all wildlife , to any sort of industrialisation in and around their habitats, would indicate that there is an agenda at issue here, being waged with Public money.
Plenty of Corvids? on motorway cleanup duties, which include foxes, hedgehogs etc. as well as the odd domestic creatures.
I assume these useless politicians have never heard of foxes , rats, moles, badgers and the like in the urban environment? Never parked their car under a tree ,overnight and retrieved it covered in bird-crap? never heard a dawn chorus from their urban dwelling?
Their objections make a substantial case for sacking them...too thick to assess an application(or there's the afore -mentioned hidden agenda, somewhere.
They need calling-out on it!. :evil:

^^^^^^^^A sharp, hard metaphorical kick in the gonads can often remind them that they, too are mortal and have vulnerabilities. I think, on these occasions , of the reckless Liverpool Councillors , who ignored Government edicts regarding financial probity and budget constraints. They had a very salutary lesson in taking responsibility for their actions, AIUI.

I'm with Steve, there's a hidden agenda.
On the arrival of each letter from North Yorkshire Council I think of the public money being wasted on a hidden agenda. Stinks of somewhere between inappropriate use of public funds and corruption.

I have tried, but not found one yet! If anyone knows one, please let me know.

I think the hidden agenda is:-

The National Park Authorities do not want to encourage aviation activity of any sort in a National Park. Hence thinking up any reason to refuse.

If the Ecological Impact Assessment is favorable and I eventually obtain planning permission it may help other applications.

The revised National Planning Policy Framework may help, if published in time, to allow the planners to change their mind, blame the government, and save face.

Grant Shapps, the APPG and AOPA are aware of this ongoing issue.

Planning officers and the Iike are not are NOT elected representatives they are public servants that are paid to properly and fairly apply the rules set down and advise our elected representatives on how to decide if they should give or refuse planning consent.
