LAA Permit aircraft can overfly congested areas whereas CAA Permit aircraft can't. Even more of a nonsense when the same type on C of A can do so and doesn't need a CAA surveyor visit every like it does for the CAA Permit.

Not strictly true. The exemption applies to Permit to Fly whether CAA or LAA but a weight limit does apply. See the letter sent out on 09th January 2012 in my iBook, page 18:
