CAA to remove 30 day window for incomplete applications

Having shared some of the experiences recounted in this thread I am interested to note the recent publication of IN-2012/206.

The current process for dealing with an incomplete application for the issue of a licence or rating allows up to 30 days for a customer to comply before an application is cancelled.

From 4 February 2013 they will simply return it without discussion. The notice doesn't say whether the "assessment fee" which currently stands at £108 will be still be payable.

The benefit of this change is to streamline our processes, reduce costs and turnaround times

In the event of a mistake by the CAA I'd be interested to know whether they would refund the additional costs they incurred by sending the documentation back to the applicant rather than simply asking for additional information.

They specifically say in 3.1 that postage/courier costs will be covered by the customer.

I find this almost unbelievable and yet another backward step by the powers that be.

They have made the regulatory process way to complicated. The forms required have literally tripled in size and then they will punish their customer when they make a mistake.

Perhaps more worrying is the fact that they have cocked up half a dozen of my applications over the last 5 years or so. I really hope common sense will prevail as they are going to get taken to the cleaners over this.
