Whether this would replace Ofcom or Ofcom would become just an administration centre (like CAA) hasn't been decided yet...
.. but AIUI that is a direct consequence of the requirements, since the early '80s, that all UK regulatory agencies must charge fees to those being regulated, and that that fee income must cover the agency's cost and make a specified profit. I know of no other country that makes such a requirement.
The former Environment Secretary (a former Merchant Seaman) had to fight the Treasury when insisting that basic online MetOffice aviation forecasts should be made free to those who registered as pilots. That system replaced one of TAFs/METARs sent as faxes on request to a premium-rate 'phone line using a modem which, by the time that system was stopped, was using an obsoletely slow telephone modem. That system was to ensure that the requester paid the MetOffice.
