Just to be clear, I was treating the term 'EuroIMCr' as equivalent to 'Sub-ICAO rating for flying in IMC with less training and limited privileges' - i.e. a two-tier system.' FCL.008's TOR clearly required it to consider a two tier qualification structure, they evaluated that possibility, clearly felt it was at least reasonable to propose a lesser rating. If this was all done in the context of 'the decision makers already having formed a view there was no possible way they would entertain such a conclusion' , to me, this would seem to indicate a bad faith process.
I am fairly confident that Steve has over egged the point re the head of licencing's view and that the process was fair but (as you say) under no obligation (or even reasonable expectation) of creating a look alike IMCr with all of the current privileges (as it just doesn't make sense in most countries).

AOPA members will have received their February issue of General Aviation. This contains a whole lot of informaion about the IMC, EASA and the actual experiences of IMC qualified pilots. As I kicked-off this discussion I would advocate that all read the AOPA articles and personal experiences. Whether or not you support the retention of the IMCr do read the articles and particularly the posts by pilots. I retain my view that a safety qualification should not be removed unless an equivalent and relevant qualification replaces it. It would be great to have a valued european qualification, but not if it only allows flight between airports and approaches are excluded unless one does the 50 hours or so plus the exam. I would not do it on the grounds of time and cost. I await the consultation document. In terms of contacting MPs and MEPs I wonder if this is worthwhile now prior to the General Election?
