EU/US & EU/Can: Bilateral Safety Agreement CofA for Export

Postby Dave W » Thu Jun 14, 2012 4:01 pm

No doubt of interest to some:

EU/US and EU/Canada Bilateral Safety Agreement Certificate of Airworthiness for Export Applications

CAA wrote:The European Union has signed bilateral safety agreements with the governments of the United States of America (USA) and Canada. The Technical Implementation Procedures for these bilateral agreements require that aircraft being exported or imported from/to the United Kingdom and either the USA or Canadian registers are declared by the exporting authority to comply with the importing authority’s requirements, by means of a Certificate of Airworthiness for Export.

Selected paras:

CAA wrote:1.1.2 The Technical Implementation Procedures (TIP) for these bilateral agreements require that aircraft being exported or imported from/to the United Kingdom (UK) and either the USA or Canadian registers are declared by the exporting authority to comply with the importing authority’s requirements, by means of a Certificate of Airworthiness (C of A) for Export. This includes:

a) Conformity to the importing authority’s accepted Type Certificate Data Sheet (TCDS);
b) Supplemental Type Certificates (STC) are approved / accepted by the importing authority;
c) Compliance with all applicable Airworthiness Directives (AD) of the importing authority;
d) Compliance with all additional requirements prescribed by the importing authority.

1.1.3 Therefore, aircraft being imported to the UK from the US or Canada must be accompanied by a Federal Aviation Administration (FAA) or Transport Canada Civil Aviation (TCCA) C of A for Export, which attests conformity to the applicable EASA TCDS, EASA approved STCs and EASA ADs and any applicable UK additional requirements.

1.1.4 For aircraft to be exported from the UK register to the US or Canada, the C of A for Export issued by the CAA must attest to conformity with the applicable FAA / TCCA TCDS, FAA / TCCA STC and FAA / TCCA ADs and importing country requirements as appropriate.

How is this different from the Export CofA system which has been running for some decades?

What would interest many people is whether there is any broadening in the ability to source parts from the USA with an 8130-3 and install them on a G-reg. Currently, only new parts can be thus obtained and installed (non-AOC aircraft).
